PPGOA - MANAGEMENT IN LEARNING ORGANIZATIONS POST-GRADUATION PROGRAM

 

HOW WE CAME TO BE?

 

Created as a Professional Master's Degree in Management in Learning Organizations (MPGOA), at the Education Centre of the Federal University of Paraíba, by Resolution 09/2008 of the Teaching, Research and Extension Higher Council (CONSEPE/UFPB), the Master's Degree had its first regulations and academic structure standardized by Resolution 10/2008. In February 2010, the course was approved by the National Education Council, MEC Ordinance No. 1.225/2010 - DOU of 20/10/2010, Section 1, Page 42. It is part of the Public and Business Administration, Accounting and Tourism Area, Area 27, of CAPES.

 

The course was originated by motivations of academic, institutional, social and professional nature. In the context of its appearance, Brazilian higher education politics, led by the requirements of a world that demanded new knowledge, skills and qualifications, enlarged and expanded, in an innovative way, the graduation and post-graduation offers. It was in this setting, which pointed to a concrete opening in the way of research, social intervention and entrepreneur actions in the universities scenario, that the current Management in Learning Organizations Post-Graduation Program (PPGOA) was born, supported by the Institutional Development Plan (PDI) of the Federal University of Paraíba (UFPB) and motivated by the growing local and regional demand of public and private entities’ managers, who had been requiring a greater update of their knowledge and qualifications on the academic field.

 

On its prelude, the Course was structured by putting together the Administration and Education areas, however, soon after, betting on interdisciplinarity, it came also to  integrate the Information Sciences area, necessary scientific disciplines to the enhancement of educational and formative actions applied to the management of the multiple institutions.

 

In December 2010, legally observing disabled people's accessibility conditions and social demands, the appearance of its first class was celebrated, with the initial offer of 30 vacancies.

 

HOW WE ARE TODAY

Currently, the MPGOA has already formed more than 150 masters, who work in different management activities in multiple and diverse institutions. Throughout the years, the Program has been through evaluative and self-evaluative sieves driven by internal and external demands. This happened, for example, in 2013, when UFPB strictly followed modifications in the Post-Graduation General Regulation, through the Resolution 079/2013, giving new newsroom to the Post-Graduation Programs General Regulation Stricto Sensu and imposing the readjustment of the PPGs’ intern regiments.

 

To meet this resolve, the MPGOA had to build a new regulation and organize a new academic structure. An Internal Commission was constituted and, after dialogues and agreements, it came to a conclusion, on a collective meeting held in 23/10/2014, when a new Program’s Regulation and Academic Structure emerged, which was directed to the Teaching, Research and Extension Higher Council (CONSEPE/UFPB) and approved by the Resolution 06/2015. With the new structuring, it was necessary to reformulate all the management and intern norms of the MPGOA, offers and disciplines’ programs of studies and adjustment and readjustment in the lines of research, teaching staff’s profile and its productions and the criteria for the teachers’ accreditation and  reaccreditation. These changes altered the Program’s name, following the orientations and nomenclatures adopted by CAPES. From then on, the Master’s Degree came to be called Management in Learning Organizations Post-Graduation Program (PPGOA), at a Professional Master’s Degree level.

 

Many partnerships were carried out by the PPGOA throughout its history. Agreements were made with the Paraíba State Public Prosecutor’s Office (MPPB), with the Court of Auditors of the State of Paraíba (TCE-PB), with the University of Pernambuco (UPE), with the Federal University of Rio Grande do Norte (UFRN), with the State University of Paraíba (UEPB) and with the Federal University of Paraíba itself (UFPB) for the training of its technical-administrative staff. It also established partnerships with private institutions, such as the Independent Colleges of the Northeast (FAINOR) of Vitória da Conquista/Salvador. These partnerships did not fail to contemplate the social demand’s public that is not linked to partner institutions. Among this public, servants/managers from the Military Police, teachers and technicians from public education systems in basic and higher education, like IFPB, UEPB, UFCG, have already been qualified, and from the private sector, like Faculdade Mauricio de Nassau, Faculdade Potiguar PB, Faculdades UNIP, as well as NGO coordinators, managers from multiple branches of private administration, the hotel and real estate sectors, among others.

 

Nowadays, there is an area of concentration in Management and Learning and three lines of research: 1) Innovation in Organizational Management, 2) Management of Projects and Emerging Technologies and, 3) Learning in the Organizations.

 

Management is the axis which organizes the courses’ activities. A manager is comprehended to be a professional that develops strategic and operational plans aiming to achieve the organizational goals in an individualistic or collectivist manner, design structures and establish politics, draw up guidelines and procedures that they deem most pertinent and adequate to the plans and institutional projects and, finally, implement and coordinate the execution of the planned proposals through certain types of actions, leadership and control. Managers are considered to be the people who develop different positions, roles and activities listed above, in public, private and third sector institutions. We defend as core assumptions in the curriculum matrix that the challenges of the continuous learning required for the innovative acting in the planning, monitoring and evaluation of organizational programs and actions must be comprehended in a learning perspective and throughout life.
